Michelle McKinney (United States)

Michelle McKinney, MS, CBSP is a Health Science Policy Analyst for the Office of Science Policy at the US National Institutes of Health promoting responsible science, safety and ethics in the development of policies related to biosafety for NIH-supported research and biosecurity, including oversight of dual use research. Michelle has also worked for the US Centers for Disease Control and Prevention (CDC) Center for Global Health where she supported laboratory capacity building and biosafety/biosecurity strengthening activities with developing countries in South East Asia, the Middle East, Africa and Central Asia. Prior to joining CDC, she supported similar work with the Department of Defense’s Cooperative Biological Engagement Program. For the CDC and DOD she has traveled to over 20 countries to provide training and subject matter expertise with responsibilities including management of domestic and international projects related to biosafety and laboratory biosecurity for human and animal, public health and research laboratories including global health security-related initiatives, international health regulation implementation (IHR) and BTWC/UNSCR 1540 obligations. Prior to joining federal service she was a biosafety officer and research scientist within the biotech and university sectors. She has been an avid volunteer with the International Federation of Biosafety Associations and the American Biological Safety Association serving in senior leadership roles as a Board Member and Councilor, respectively. Michelle earned her BS in Cellular and Molecular Biology from Tulane University in 1993 and her MS in Microbiology from Clemson University in 1995.
