The International Federation of Biosafety Associations (IFBA) announced today that Maureen Ellis, who has served as Executive Director since 2010, will be stepping down from her role at the end of December 2025. Under Ellis’ leadership, IFBA has strengthened its global presence, championed professional certification in biorisk management, and expanded its network of member associations to advance biosafety and biosecurity worldwide.

“It has been a privilege and a joy to collaborate with so many biosafety champions over the past 15 years.” said Maureen Ellis. “The dedication of our members and partners has been inspiring, and I am proud of the role IFBA, together with our global community, has played in supporting safe and secure biological practices worldwide.”

The IFBA Board of Directors has appointed Dr. Stefan Wagener as the new Executive Director, effective January 5, 2026. Dr. Wagener brings 30 years of international experience in the fields of biosafety, biosecurity, and bioethics, as well as executive management. He is widely recognized for his leadership in biorisk management and his commitment to advancing global health security.

“I am deeply honoured to join IFBA as Executive Director, and look forward to working alongside our global community to drive excellence in biosafety, biosecurity and biorisk management,” said Dr. Wagener. “Building on IFBA’s strong legacy, I am committed to advancing our mission by empowering biorisk management professionals, fostering partnerships, and moving biorisk management to the next level to strengthen global health security.”

The IFBA Board expressed gratitude to Ellis for her years of dedicated service and leadership “Maureen’s vision and commitment have been instrumental in shaping IFBA into a globally respected voice in biosafety and biosecurity,” said IFBA Board Chair, Dr. Martin Moreno. “We welcome Stefan Wagener, the incoming Executive Director, and look forward to supporting his efforts in advancing IFBA’s vision and mission.”

Through the balance of 2025, Dr. Wagener will be contributing to the framing of IFBA’s new 5-year strategic plan. In addition, at the request of the board and Dr. Wagener, Ms. Ellis will maintain a key supporting role in ongoing special projects that will benefit from her legacy knowledge and relationships. In particular, the successful Bachelor of Science in Biosafety, Biosecurity at Masinde Muliro University of Science & Technology.
